The authority of the Comptroller of the World Zionist Organization is derived from Article 60 of the Constitution of the World Zionist Organization, which determines the independent status of the Comptroller and his main functions. Details of his duties and manner of operation are found in the statutes of the Comptroller and the Ministry of Audit, as adopted by the Zionist General Council.
The Comptroller of the World Zionist Organization is elected according to the Constitution rules of the Zionist Congress, and is invited to participate as a consultant in the Zionist Congress and the committees and conventions of the Zionist General Council. The Comptroller may also serve as the Comptroller of the Jewish Agency if chosen by the Board of Trustees of the Jewish Agency. For many years the audit of these two institutions has been entrusted to the same auditor, Stephen G. Steve was elected in October 2015 at the 37th Zionist Congress.
The role of the auditor is to audit the departments of the World Zionist Organization, the national funds - the Jewish National Fund, Keren Hayesod and other audited bodies, as defined in the constitution and section 10 of the regulations, to determine whether the audited bodies operate legally and within the approved budget, economically, efficiently and morally. The Ministry of Audit also deals with complaints from the public regarding the activities of the audited bodies.
The individual reports submitted by the Comptroller, together with the answers of the Chairman of the Board, are discussed in the Audit Committee of the Zionist General Council. Once a year, the Comptroller prepares an annual report for the Zionist General Committee and once every five years for the Zionist Congress.
