The International Jewish Organizations affiliated with the WZO all subscribe to The Jerusalem Program, the official manifest of the Zionist Movement, and send a fixed number of delegates to the Zionist Congress without the necessity of partaking in elections. While they have the right to vote on matters of candidature at the Zionist Congress, they do not actively participate in the process of determining the slate of candidates for the various offices and positions the Congress votes on.
