The court adopted the tribunal's position that disqualifying valid votes is a disproportionate sanction and therefore fines and alternative punishments should be sufficient.

The Zionist General Council of the World Zionist Organization
By Attorney Amir Leon and/or Maor Harosh et al., Belter, Gut, Aloni & Co. Law Firm
A unanimous verdict regarding the request of the Zionist Federation in Moldova to appear before the Zionist General Council and argue regarding its admission to the World Zionist Organization. The Zionist General Council's attorney announced that she had no objection to the request and that the Zionist Federation in Moldova was invited to the next meeting of the Zionist General Council.
The Eretz HaKodesh movement at the Zionist Congress
-V.-
The Eretz HaKodesh movement claimed in its complaint that Dr. Yizhar Hess, the vice chairman of the World Zionist Organization, and his movement financed a negative campaign denouncing the World Zionist Organization, in order to convince the ultra-Orthodox public to refrain from voting in the elections for the 39th Zionist Congress. Eretz HaKodesh demanded the imposition of sanctions for violating Article 49 of the Constitution and Regulation 41 of the Election Regulations.
Yizhar Hess and the other respondents claimed that in the absence of the WZO attorney, there is no authority to file a complaint and the right to dismiss the complaint. The court accepted the defendants' argument, but offered the defendants alternative mechanisms instead of a complaint, a means that requires a serving WZO attorney.
In addition, as a prospective statement, the court recommended that the WZO consider formulating a binding code of ethics for all activists and bodies within the framework of the Congress and the WZO. The court also emphasized the importance of appointing the WZO attorney within the framework of the 39th Congress.

Mandates Committee for the 39th Congress
The appeals of the Zionist Federation in France (in part) and the Zionist Federation in South Africa were accepted. The court ordered that each of them be granted a mandate.
- V. -
The Court decides to assign the appellant one mandate towards the 39th Zionist Congress, as stated in Rule 2(f), this, on a one-time basis and without deciding on the issue of its recognition as a federation.
- V. -
The Zionist Supreme Court thought that a sufficient factual foundation had not been laid before the Zionist General Council in the case of the Latvian community seeking recognition as a federation. In addition, the Court thought that this was a glorious community of centuries, which has seen itself as part of the Zionist enterprise since the beginning of the twentieth century, went through a difficult period during World War II, is trying to recover and renew itself, and is carrying out Zionist activities. It is doubtful whether this aspect was considered in its full scope by the Zionist General Council.
Therefore, the Court decided that it was appropriate to return the hearing to the Zionist General Council in order to present to it a broad factual picture reflecting the past and present of the Latvian community.
