Mercaz Uganda demanded that the Ugandan Electoral Commission be removed from its position and that a designated committee be established under it. In addition, it demanded that a new voter registration process be conducted. The Central Electoral Commission partially accepted the second demand.
According to the decision of the CEC:
- The petition in the context of late registration is rejected.
- The petition in the context of the documentation requirement (conversion and age identification) is accepted in the sense of following the procedure as detailed below:
(a) Voters registered in the voter register (only those included in the voter register) who have not submitted conversion certificates and age identification certificates are required to attach the aforementioned documentation no later than 17/8/2025 at 10:00 Uganda time.
(b) On 17.8.2025, in advance coordination with the observer on behalf of the Merkaz, all conversion and identification certificates of the Federation registrants (all those included in the voter register less Merkaz registrants) will be presented for the observer's review. The observer will be given appropriate time to examine the documentation, but the examination will end on the same day.
(c) The registration of those who have not submitted the required documentation will be invalidated and deleted from the number of voters.
(d) The AEC Uganda will send the CEC a summary report of the aforementioned process by 16:00 (Israel time) on 18.8.2025, which will also be signed by the observer on behalf of the Merkaz, along with his comments or reservations.
(e) 24 hours will be given for objections and appeals.
- The required process requires the postponement of the election date. The elections will be postponed, at the latest, until 21.8.2025.
- Despite the improper procedures, the committee does not believe that there is reason to remove the AEC Uganda from its position.
