The court decides that the Zionist General Council has the authority to do so.

The Court adds one delegate for each of the delegations of Mexico, Peru and Chile.
As for Uruguay and Cuba, the Court suggests that the Zionist Executive will attend to the issue.

The Zionist Executive asks the court the legality of the decisions of the Congress and of the Zionist General Council.
The Court decides to accept the decision of the Zionist Congress and one of the decisions of the Zionist General Council and reject the other.
