The disputed election method established in the USA towards the XXVIII Zionist Congress determined that 45% be allocated in accordance with the membership of the
constituent organizations that make up the Zionist Federation of the USA, and remaining 55% be allocated directly as a result of a nationwide ballot.
Appeals of this election system were rejected both by the national (area) election committee (AEC) in the USA and by the central election committee.
The court accepted the appeals.

The Committee for Determining the Number of Mandates to the XXVIIII Zionist Congress
Five countries requested to increase the number of mandates determined by the mandates committee.
The court decided to cancel the appeal from Belgium, reject the appeal from Mexico, and accept the appeals from Germany, Australia and South Africa, so that the number of delegates to the XXVIIII Zionist Congress from Germany will be 3, from Australia 9 and from South Africa 14.
The attorney of the World Zionist Organization appealed to the court to review the legality of the decision of the Zionist General Council.
The Congress Court decides to cancel the decision of the Zionist General Council of July 14, 1976, to add paragraphs b) to e) to Regulation 20 of the election regulations for the Zionist Congress, because it violates In articles 19, paragraphs 1 and 22 of the constitution of the World Zionist Organization.
Presidium of the Zionist General Council
The appeal of the Presidium of the Zionist General Council asking the court to interpret Article 43 according to Article 49 (a), Paragraph 1(b) of the Constitution of the World Zionist Organization, in light of the possibility of splitting the session of the Zionist Executive Committee into two dates two months apart, and this in order to allow the election of a chairman for the Zionist Executive.
The tribunal interprets that it is not possible to split the session of the Zionist General Council.
A decision regarding the authority of the Zionist General Council to decide on the inclusion of the Herut-Tzohar alliance to the Zionist Executive.
The court decides that the Zionist General Council has the authority to do so.

Consolidated cases 0002/1960, 0003/1960, 0004/1960, 0005/1960, 0007/1960 regarding the addition of delegates for the Zionist Congress.
The Court adds one delegate for each of the delegations of Mexico, Peru and Chile.
As for Uruguay and Cuba, the Court suggests that the Zionist Executive will attend to the issue.

The request was rejected mainly since the issue is still under discussion in local courts.
The Zionist Congress gave permission to the Zionist General Council to make decisions regarding the elections in the election areas.
The Zionist Executive asks the court the legality of the decisions of the Congress and of the Zionist General Council.
The Court decides to accept the decision of the Zionist Congress and one of the decisions of the Zionist General Council and reject the other.
