The international Zionist organizations affiliated with the WZO all subscribe to The Jerusalem Program, the official manifest of the Zionist Movement, and send a fixed number of delegates to the Zionist Congress without having to partake in elections. While they have the right to vote on matters of candidature at the Zionist Congress, they do not actively participate in the process of determining the slate of candidates for the various offices and positions the Congress votes on.

The 31st Zionist Congress in Jerusalem took place in 1987. A portrait of Theodore Herzl was created as a mosaic made up of portraits of Jews from all over Israel and the Diaspora in honor of the 31st Congress.
